sorry for the simple drawing pretty sure it means that if you post lets say an animation, it will show up under the new movies and games tab. But it needs to have enough ratings to make it maybe one of the good newest movies. So Basically it means that it needs to be judge for its rating and it content to ensure the rating you put is right.
